Vice-Chairman of the Board
Dawn Friend is a Broker and owner of her brokerage being blessed to have been able to follow her heart after spending nearly two decades in an upper-level management role within the transportation industry. Armed with intense thirst for knowledge, a keen eye for detail, and amazing support from family, friends and clients she opened her brokerage with her "partner in crime" Amy Linton! Dawn believes in building life-long relationships based on honesty, integrity and trust. Dawn is very proud to be a part of an organization whose values align with hers and those values are what she offers to each agent, client and committee she serves. She believes that knowledge is power, having earned several real estate designations to include ABR, AHWD, C2EX, GRI and MRP. With over a decade of experience as a REALTOR® Dawn has a conviction to protect and improve our industry by getting involved. She serves on the Board of Directors for Carroll County REALTORS®, is the Vice Chair of the Carroll County Association of REALTORS® Foundation, is the Vice Chair of the Maryland Grievance committee and serves on the Frederick County Association of REALTORS® forms committee.
Dawn’s main loves are her husband Kevin, her amazing boys, Michael, Devon, & Matthew and her fun twin granddaughters and grandson. When she is not selling homes, she is busy chasing her Beagle Sassy, her Frenchie Enzo and her Great Dane Violet or soaking up the sun on the Chesapeake!!! She loves animals and has turned her passion for her backyard pond to a new level by sharing it with several fish and neighborhood frogs!

Sandy Jenkins-Blackburn

Sandy Jenkins - Blackburn has been a dedicated real estate professional since 2004. Currently serving as the Secretary of the Carroll County Realtors, Sandy is e-Pro certified and has her SRS designation. She was the recipient of the 2024 Carroll County Realtors Shining Star Award and a 2025 Graduate of the Maryland Realtors Leadership Academy. She is deeply committed to her community and actively participates in various initiatives aimed at fostering positive change. As the Chairperson of the Carroll County Realtors Community Outreach Committee,
she leads efforts to support local organizations and residents in need.
Sandy’s greatest joy comes from being a mother to her daughter, Jordan, who shares her passion for helping the community. Through Sandy’s work in real estate and community service, Sandy strives to make a meaningful impact and inspire others to do the same.

Amy Linton

A long time resident of Westminster, Amy is an Associate Broker and co-owner of her brokerage which she started with her business partner, Dawn ,in downtown Westminster. Deeply committed to excellence, her clients truly are the heart of her business. Throughout her career in Real Estate, she has served in numerous capacities to include MAR's Community (CARE), RPAC and Legislative committees as well as serving as a Director on the Carroll County Board of Realtors and The CCAR Foundation which focuses on fundraising and giving back to those who are in need. She believes that community involvement is the cornerstone of effecting change and focuses her time between helping her clients, educating herself and being proactive in the industry. In addition to being a graduate of GRI , she also holds certifications as a Military Relocation Professional ( MRP) and Realtors® Commitment to Excellence ( C2EX). Prior to becoming a Realtor , she served her country as a member of the 82nd Airborne and is a proud US Army veteran. WHen she is not selling Real Estate, she enjoys spending time with her family and big drooly mastiff, Gatsby.

I am a Carroll County native and have been a Realtor for over 20 years. Helping people achieve their dreams of home ownership while also giving back to my community has always been a top priority, and the Carroll County Association of Realtors Foundation allows me to achieve both of these simultaneously. Serving in several leadership roles within the organization has given me the opportunity to connect with a wide range of individuals in our community, and to learn firsthand of the many strengths as well as areas of need that we can continue to build on here in Carroll County.
